What's wrong with this headline?

According to The Star, Perak Police will soon have their own website.

Now, I'm not being cynical, but how on God's green earth is this a news-worthy story? Considering that now it is almost 2008, a full 10 years after Malaysian embraced the Internet in a big way. If it takes the police 10 years to embrace the technology and have something as basic as website running, I guess it tells a lot about the force efficiency.
